Research thesis title: An exploration of the organisational sustainability of CVPs in Australia's vocational education and training (VET) market.
Over the last number of years, a significant number of commercial for-profit VET provider (CVPs) – private providers, have ceased operations either voluntarily or involuntarily through cancellation by the Australian Skills Quality Authority (ASQA) or insolvency. The impact of these closures has resulted in dramatic consequences including thousands of students being unable to finish their training and substantial losses of private and public funds.
To understand the underlying causes of these events, semi-structured interviews were conducted with eighteen individuals. Nine were from a Commercial for-profit VET Providers Not Trading (CVPNT), that were forced to close between 2016 and 2018, and nine from a Commercial for-profit VET Providers Trading (CVPT), that were accredited between 1996 to 2015 and are still operating.
This study examined the factors that, from a business, corporate governance, and pedagogical standpoint, contribute to the sustainability of a CVPs. Interviews were conducted with staff members from CVPs that had to close as well as CVPs that are still in business, to learn more about the factors that shaped and influenced these providers and the reasons why some CVPs failed while others flourished.
The proposed outcomes from this study are to contribute new knowledge and improve the professional practices of CVPs and advance on how they operate, how they train and how they become organisationally sustainable in their day-to-day operations to ensure success and viability, into the future.

Rocco Guarnaccia has been actively involved in the vocational education and training (VET) sector for over 30 years as a teacher/trainer, manager, senior executive and co-founder of a registered training organisation (RTO). During this time, he has worked in the government (TAFE), university, private/corporate and non-for-profit sectors in many different roles.
As well as serving on the Melbourne Graduate School of Education Research Committee, Rocco was a member of the Victorian State Committee for ACPET before it changed to ITECA.
He has also undertaken academic research in Advancing interprofessional cultural competence training in allied health programs at The University of Melbourne as well as being involved in the European Union’s Horizon 2020 program: ENLIVEN Policy Trail Review - Transition to Work Community of Practice with the Melbourne Graduate School of Education.
